EMPOWERMENT OF THE POOR CITY CRIME PRONE IN SEMARANG

This research aims to develop a conceptual model in the field, getting the product model and the effectiveness of the empowerment model urban poor communities vulnerable to crime in the path of non-formal education. Research procedure as according to Borg and Gall (1979). The study was conducted in Semarang by taking a test location in the Village District of Semarang Utara Bandarharjo. The respondents include poor citizens of unemployment aged 17-45 years with 50 respondents. Data obtained through interview, observation, documentation and focus group discussion. Analysis using descriptive qualitative research. The model results do not differ much with conceptual models. The addition of the concept that is the typology of the poor in areas prone to criminality. There are three strategies used; supply is less than demand, supply is equal to demand and supply is higher than demand. Counterparties are local governments, academics, practitioners and the public. Priority must implement both short term and long term. Product models that can be used for training pelatihanp-crime-prone urban poor. The training is very relevant is the skill haircut. The model produces a good effectiveness, considering the conceptual model is tested in a model of empowerment of the poor vulnerable to crime as effective either.
