ABSTRACT

Effectiveness Model Literacy Education Oriented Local Culture

The topic of this research derived from the fact that literacy education using local culture approach to literacy education has not been yet optimally successful. The research is aimed to develop a model of functional literacy education using local culture approach for the quality improvement of learning group organized by CLCs.

The theoretical background of this study is called culture elements developed by Kluckhkohn (1953); theory on the quality of learning services and management developed by Parasuraman, et.al (1994) and Zeithaml, et.al (1990), as well as functional literacy as has been developed by Bhola (1985).

The data collection is carried out through questionnaire, interview and documentary study. The number of sampling element consists of the 5 CLC’s organizars, 10 community figures, 10 tutors and 100 learners. Those are split into two groups namely 50 learners belong to the experimental while the other 50 learners are in the control group. The learners are those in the 5 CLCs at 5 kecamatan, such as Cipunagara, Pagaden, Cijambe, Cisalak and Tanjungsiang kecamatan. In general, the research has resulted conclusions such as: (1) The government of Subang had been totally supportive in the effort to eliminate illiteracy; (2) the functional literacy education model using local culture approach has been proved effective in the quality improvement of learning quality, this model consists of curriculum, learning material, learning strategy and media as well as evaluation tools on learning outcome; (3) the functional literacy education model has been well implemented in three stages: preparation, implementation and evaluation; (4) the quality of learning services in the experimental group using treatment such as functional literacy education  model using local culture has been proved effective in the improvement of literacy education compared to the control group using conventional model of literacy education. On the other hand, the management quality, performance of CLC on functional literacy, and  the quality of  learning based on the attempted model have nurtured a positively significant impact on learner’s competencies. Finally, the management quality and institutional performance – both partially and  simultaneously – has shown a significant positive impact on learner competencies in functional literacy education.

Based on this conclusion, the model on literacy education using local culture and the quality of learning services developed in this study have shown functionally and operationally beneficial. This could as well enrich innovative models that will accommodate various types of local culture in literacy education.
